Proposing is like submitting a paper. You work your ass off to write the paper — it might take you two or three months to complete the manuscript. After you submit the paper, it will be under review (by a committee of one!). If it is accepted (and after the unadulterated joy which ensues), usually you will still be required to do either a major or a minor revision. Minor revision means that you only need to change the ring size, major revision means that you need to change the design altogether. What happens if the paper is rejected? Well, you can always submit it again to another journal (in fact, you can always try your luck re-submitting to the same journal!). Since, you know, if you never publish, you will eventually perish.
